Proposal forms

The latex regular proposal form has been slightly altered to incorporate the new rules in relation to the specific services (service mode, ToO program, etc) requested in relation to the user contributions required as defined by the new rules (see above). Also, a latex new proposal form was made for Large Proposals. This form is largely based on the regular proposal form, but provides more space especially for the scientific justification, and includes a section on the project plan which will be used as a basis for an annual progress evaluation.

The Observing Proposal Parser that receives and processes incoming proposals was updated to identify and correctly classify regu;ar and Large propsoals. Large proposals were designated proposal numbers starting from 501.
